Some of that will take place. The development of the parish will require people and companies with significant capital. Increased demand for land will push up prices. The good thing is that St. Thomas has a lot of under developed lands.

Classes at HEART are free. My plumber and my barber learnt their skills at HEART. The typical course lasts for one year. Anyone who wants to educate himself can do so. HEART will be setting up a training facility on the property.

They gave the Chinese a bunch of land, control of assets, and borrowed huge sums of money from them. Professionals are leaving the island in droves so the tax base hasn't increased.

Secondly, the land belongs to the government which housed the old good year factory. China Habour was awarded the contract to build this facility due to there expertise in building large scale project. You make up stories and expect that to be the truth as total funding and land provided by the local private sector and the government of jamaica. It is proper management of the economy which is reducing debt and not taking on no new debt over the last 8 years which has allowed jamaica to undertake such project. The previous PNP could not do those things as they have no money management skills or know how. The PNP strategy is to tax , spend and borrow and not grow spend and save.
