    In @20:56 Divergence of B IS Zero right, so will there be pure surface charge for B?

      Remember, for mathematical symmetry he is assuming that magnetic charges and currents exist. That way, if anyone disputes your derivation, you can just say let those quantities be 0. Meanwhile if it is found that those quantities actually exists, then you already derived the most general formula. So usually, yes, that term would be 0.
