Just noticed how after eating the fruit, Luffy started saying he wants to be Pirate King and decided to go on his own adventure. Manifestation of the fruits' will. And shanks, knowing full well of the fruits' real power, sacrificed his best sword hand for the future Pirate King, Sun God Nika.
I remember being 13 and being so amazed by the "risk your life on it" scene. It set the tone for everything, "yes we've got a bunch of goofy characteristics, gimmicks, and quirks but at the end of the day we're mfing pirates." Then Oda kinda forgot about the tone he set. I don't blame him though, it's been going on for more than 20 years.
I think my favorite part of this scene, with the hindsight of Conqueror's Haki, is that Shanks probably could've prevented his arm from being taken if he used more 'force', but it probably would've knocked Luffy out, too. He chose to sacrifice his arm, instead of using his ability on Luffy, even if it wouldn't have done any actual damage.
as the other reply says you can target your conquerors so it doesn't affect bystanders. i personally think shanks let his arm get taken on purpose, to teach luffy a valuable lesson that the life of a pirate on the seas is not a game and shits real. and it worked too thats why luffy later says to shanks that he doesn't want to ride on his ship anymore, that he will become strong first and form his own crew. later on in the series shanks says to whitebeard "i bet this arm on a new era" which i think further proves this idea, he gave his arm betting that this young boy is going to grow from it and shape the new era in the future

Shanks didn't deny it, clearly, but Shanks doesn't do much to intentionally put the idea of being a pirate into Luffy's head. Luffy was just naturally charmed by the idea of living free on the seas, and he probably would've decided to become a pirate sooner or later even if he hadn't met the Red-Haired Pirates.
