How to alter a top that is elasticated on the neck to the front and has a tie in the front.After knotting the string the front still is very low.Please help

If you shorten the shoulders by 1 or 2 inches on a long sleeve lady blouse does it shorten the sleeve length

It doesn't change the sleeve length... but it picks up the sleeve the amount you shortened the shoulder. So, technically the position of the cuff or wrist end of the sleeve may be higher on the wrist. Hope that helps! Thanks for watching
