Actually Nikson joked about this on his dev video explaining behind the scenes in the game, that these were just quick models from mixamo that he used and didn't bother modeling because they wouldn't be seen by the player anyways.
I guarantee Nikson did that knowing someone would try to break the game and see their faces, or maybe he just got lazy and didn’t think it was worth showing to begin with
