No long drawn out battles no more stress and no more hassles if they fail to abide by the judges ruling then they would be in clear and actual contempt of court and the entire board should be thrown in prison, deposed of their positions and forbidden to sit on any such boards or committees in the future the property has access to an old mine that the board is clearly profiting from and they want her house to use as some kind of hidden exit point for the minerals they are extracting or if the tunnel is close to the U.S.border they are probably planning to use the tunnel(s) to smuggle drugs, and human trafficking!
Assuming that map was done by a registered/licensed surveyor they are required by law to show and label something like the hatch and tunnel. I would send them a letter complaining about the incomplete survey and threaten to report them to the state licensing agency if they did not redo the map properly.
