two things. You never checked the burner switch. You checked the burner, and only checked the control board for the non simmer position. It should not read OL (open) in either position of the simmer select.
my frigidaire professional series slide in doesn't have a turn knob for the warming element. It is operated by repeately pressing a button on the control panel beside the clock. How do I test it/find it?

If the warmer zone doesn't get warmer than 110F, would that suggest is a burner or a switch problem ?
