Here in Louisiana, water heaters are required to have a pan underneath that is piped to the exterior if the location could cause moisture damage if failed. Unless it's in a garage or carport where the concrete is deverting water away from the home.
Surely, airing on the side of caution means not climbing on a 20 foot ladder for the safety of oneself; or else face possible law suit, or injury, loss of life. Doesn't make much sense to me, sounds like manipulation?! I'm all for going the extra mile and looking out for clients and exceeding customer expectations., just saying. Safety is first, paramount, exceeding a close second.
why do you constantly say a home inspection is a "visual only" inspection?? is that not a lie or misinformation since we have to physically test gfci receptacles and other things through out the inspection, why do you keep trying to throw us off??

I agree. Using a ladder is inherently dangerous.
