The player takes control of Derek "Frost" Westbrook, a Delta Force operator in New York. The objective of the mission is to destroy a Russian radio/microwave jammer placed on the Stock Exchange. Once the jammer is destroyed, the player will be extracted by a Black Hawk and must duel against Russian helicopters to reach New York Harbor which is the location of the next mission.

COD:MW is the worldline where Russia's post-Soviet kleptocrats didn't mindlessly cannibalize the military and had the presence of mind to minimize how much they stole from its budget because their paranoia about the perceived threat from NATO trumped their greed.

Oh yes, I totally agree that them being able to launch a full-scale invasion across the Atlantic without anyone in NATO on either side of said ocean noticing a thing is impossible without some sort of large-scale cloaking wondertech. But such is the price you have to pay if you want a scenario where the USA gets invaded by any of its rival powers; its very geography literally makes it unassailable in that way without somehow getting Canada or Mexico on your side so that you can transfer your troops there under any pretense during peacetime (Red Alert 2 does this with the Soviet Union sending a "peacekeeping" force to aid Mexico, which in this world is a socialist state).

Funny enough because this game came out on the same year as Transformers 3 Dark of the Moon and the climax takes place in Chicago (compared to NYC in MW3) lol

Probably just someone forgot to turn off the sirens when they ran, or somebody acquisited a police car, you never know.
