Essentially, active means the metal corrodes continuously - e.g. zinc starts dissolving to Zn2+ ions and just continues to dissolve until all the metal is gone. Passive means the metal starts corroding by forming a non-permeable solid oxide surface, which then stops further corrosion due to the produce being a physical mass-transport barrier.
