I assume it's plot induced stupidity. Dyna also didn't use his Strong and Miracle(type) forms and Zero didn't use his Ultimate Aegis or have his eye sluggers form into one.

@@TimeNVoid well I might’ve actually thought of reasons why they didn’t transform, though it might not actually be valid due to how long it’s been since I’ve watched anything ultraman related, so correct me if I’m wrong.
Dyna didn’t use miracle or strong type because strength is completely useless (because of how f*cling powerful hyper zetton gigant(the one that killed dyna)is), and even if he’s powerful enough to damage Zetton, he’s essentially a sittin duck because he is slow as well as having like 2 energy based attacks in that form, and miracle is all about speed, so while perhaps he can’t be hit, he can’t do much either. So I assume he stayed in his flash type form so he can have the strength to hold his own while also be agile and fast enough to potentially dodge Zetton’s attacks.
For Cosmos, based on my knowledge I can just use the same argument above(again, I forgot) but I have another (probable) reason, which is that Cosmos still believes that he can potentially redeem Alien Bat, hence why he didn’t transform, because he wasn’t looking to kill Zetton (at least at that point in time.)
As for Zero, I suppose it can be due to the host not knowing how zero’s abilities work (makes no sense, since he was able to use his energy shield and eye sluggers quite well). Another reason(s) why Zero didn’t make his eye sluggers into one or get his ultimate Aegis form out was because he wasn’t fully recovered from fighting and whatnot, or that he didn’t have the time to bust out his weapons/form because of Zetton’s constant onslaught, as well as he potentially believed that he is strong enough to defeat Zetton without his weapons.
These are the headcanon(s) that I would use to explain why the ultras didn’t immediately go all out, but I still think they’re pretty flawed, so don’t take my word for it. Then again, almost all ultras are dumb because they always fight their opponents first instead of immediately spamming their finishing move, unless that monster won’t be killed by it/is barely affected.

Alien Bat (バット星人 - Vato Seijin) is an alien from Return of Ultraman. He was aiming to conquer both Earth and the Land of Light. He appears in the final episode of Return of Ultraman. He reappear as an antagonist in the movie Ultraman Saga.

Alien Bat reappeared as one of the many villains in the film, Ultraman Saga.
In this film, Alien Bat is the creator of the newly-powered version of Zetton, Hyper Zetton. Alien Bat has also abducted nearly the entire human race on Earth (from a different universe,) with the exception of a small amount of survivors, which he plans to use their collective fear and despair as a food source for Hyper Zetton and also has several monsters under his control. He plans on using Hyper Zetton as his weapon to bring death to the universe and thus views himself as a God.
In the film, Alien Bat was first seen terrorizing the survivors to amplify their fear by unleashing Gomess (S) and Gubila to attack them, but his plans were abrupted halted by Ultraman Cosmos and Ultraman Zero stopped the monsters' assult. Unamused by the monsters' failures, Alien Bat murdered them in cold blood and warned them that his creation would be nearly complete. Once Giganto Zetton was completed, he unleashed the giant monster to attack both Ultras, and after a long and vicious battle, Ultraman Dyna was revived by Team U, who joined the two ultras in killing Giganto Zetton. Alien Bat however was not finished, as so he merges both his own fortress and himself with Gigano Zetton's remains, transforming it into Hyper Zetton; his ultimate weapon. Together, both Alien Bat and Hyper Zetton easily disposed of the three Ultras together, however once they combined to form Ultraman Saga, the super ultra and Hyper Zetton were evenly matched in strength. With the additional help of Team U, Ultraman Saga took his battle with Hyper Zetton into space, where he finally destroyed Zetton and Alien Bat with the Maximum Crush attack.
• In this film, Alien Bat is given a drastic redesign. In this film, Bat appear to be more mechanical in appearance, also he is more slender and defined in physique as opposed to the original appearance which looks more chubby. Also, this Bat Alien has hands, whereas the original had crab-like claws. Also in the film, he is sometimes seen hanging from the ceiling of his ship, giving him the likeness and appearence of an actual Bat.
• Unlike his original incarnation, this Alien Bat does not possess any of his past superpowers.
• As revealed in Ultraman Retsuden, Alien Bat also uses the Gransphere (from Ultraman Dyna) to control several monsters he revives from the dead to serve him.
In this film, Alien Bat is the creator of the newly powered version of Zetton, Hyper Zetton. Alien Bat will also have many monsters under his control by using the Granphere (from Ultraman Dyna.) His plan is to make Planet Earth his laboratory of evil.
In the film Ultraman Saga, Alien Bat stated that he took the souls of Gubira, Gomess, and Arstron as his first test subjects from the Monster Graveyard.
