This is a common problem in the aerospace industry. People claiming the "company" does this or that, but in reality, individuals defraud the company from lower managerial jobs. The government requires companies to organize their engineering projects in a very managerial vertical team, using formal systems engineering principles (that is a pseudo-science). People at higher levels (systems engineers) are tasked with making technical decisions, their careers dependent on it, while people at lower levels (specialists) have the education/ability to spot problems with those decisions. The problem is people at higher levels have full employment authority over the people at lower levels, see any systems engineering textbooks, so every time specialists find a problem the SEs retaliate against them. This conflict of interest is built into formal system engineering. The more this is adopted into company process, the more corrupt the company is. Other industries have horizontal teams with less authority and no corruption.
Hillery Clinton will be joining the board of Boeing as an advisor for her expertise in keeping the other 10 quiet, although plane crashes may not be the answer this time for marketing purposes.
