Yep, people still paint trains in the US from time to time but they will not let a commuter train or subway run with graffiti on it in any major city here, even if it messes up schedules. Ive also never seen graffiti inside the trains here like in europe. Many local transit systems here and Amtrak (Amtrak is kind of like a big stretched out metro, its a full size diesel commuter system that runs between major cities across the US) also have there trains painted with a 3M product that makes spray paint and ink wash off with just water. American transit authorities and companies really invested in heavy anti graffiti measures in the 80s after New Yorks clean the trains program was very successful.

Ya lots of people paint freight trains in the US and Canada. Theres train yards in every major city and most small ones, and security in many places is not very tight.
