yes, we'll structure a campaign with different ad sets and different bid caps to test which one performs best

You can try but it’s most likely not going to get you the CAC you need based on zero pixel data. It just won’t spend your money

No, it’s telling Facebook the maximum cost per purchase you’re willing to spend.
