Then keep speed limits low and Policing wastewater dumping (and still flush it with the lock system).

Venice is built on literal swamp land anyway. Not expecting it to sink under the weight of the cities various structures is just insanity, never mind the rising sea levels. Sea levels have risen in my lifetime on the Texas coast line by a staggering amount. Highway that used to go along the coast for a hundred miles are gone. Land owners have lost land mass for cattle grazing to this ocean invasion. Tell me that the environment is not changing. I believe that humans are responsible for this change. The ocean is not rising; the Gulf Coast is sinking as a result of isostatic rebound still in progress after the end of the last glacial maximum.
