That was not a regrowth...it was the first cutting, when they cut it again you'll see the old cut showing.
Yes, you can but it's not mandatory....you can let it grow longer and get more board feet from a larger tree.
Because they wanted bigger logs,not 40 cm diameter ones,those arevmaybe 70-80 diameters
