We were in Boracay and we arrived Manila just yesterday. Too bad we didnt see you. Havent tried helmet diving but will definitely going to try it in our next visit.

I think it's safe even if it's a scout for any activities. They all have to get permission or some kind of filling up a log book to marine officers everytime they bring a tourist to the port. The authorities too knows who has an authorization to offer activities to tourists and who aren't. Being there twice, the scouts are usually under a company or service tour franchise.
