Does the siphon phenomenon need an one-way valve to the liquid supply line?

No, not required. But in the spray type where a compressed tank is used, I have used a non-return valve. Please visit my channel and watch the video titled "Waste oil burner design and details."

Maximum psi depends upon your aircompressor and build quality of the nozzle if you want 250 psi output your aircompressor should hold 500 psi. I have set my aircompressor to 120 psi so I am getting 60 psi output.
