Apparently Ultima, despite all it's praise in this game, ended up broken in the NES version. Besides, people don't use it in the remakes much since most other skills are already leveled.
I believe Ultima runs of all the spell levels you have. So it's way to grindy and not worth it. Also NES Ultima spell caps only at 300 damage. The saddest part is that Minwu's sacrifice was pointless.
Ultima is pretty bad in this game, and doesn't really improve when you level it up. I have heard that it apparently becomes stronger when you level up your weapons, but I am not sure if that is true.
Hironobu Sakaguchi gave an interview where he said the answer. Ultima was supposed to deal more damage based on the player’s spell levels, but it was bugged and could only do around 500 damage. Sakaguchi wanted to fix it, but the programmer who put it in thought that discovering the “ultimate magic” was useless was more realistic, and refused to fix the bug.
orAnyone's Fire spell depends on how much you've leveled it up for that character. If I happened to have a high-level Fire for Firion in this longplay, it was coincidental or to show off Fire graphics. I think you're referring to me using it against monsters at 2:18:00 or so. I tried to show off as many attack styles as I could, that's all.

Minh's sacrifice wasn't pointless, because it triggers the next story event in the game.
It helped me out in the remake. Didn't take too long to level it up.
