With German, it might not be as effective since shipments are slower, but they do get free cav. I think it can work, just make sure he's going 3 tc, otherwise you can get caught without enough defense for the mortars.

Not having to pay for vils that have 100% production uptime even when aging up is pretty fucking good who would have guessed. Even in treaty settings they have great eco overall with eco theory and wood trade.
