When you ran the project, Did you had to stop Azure live server for the first time ? I know it won’t stop you when you are debugging.. just wondering whether it will stop for the first time when you ran ?
You are correct under normal circumstances there is no restart, however, the first time you select Attach Snapshot Debugger for your VM, IIS is automatically restarted.
If we are inserting any Data in this function and when we do Time Travelling Debugging then does it perform Data insertion process again in Production Database ?
I really hope this'll make it's way to other types of C# apps too.

when you attach the snapshot debugger in azure a snapshot o of the state of the process is taken but the process continue to work

No. We are replaying the recording only, so if you did an DB insert while recording that will not be repeated.
