My guess would be the scissors are used by pet groomers to shape the fluffs on the head of a poodle or other dog with fluffy hair on it's head. I have seen them used in youtube grooming videos.

These packages are NOT ordered by the person addressed to, hence the reason you don't see any invoices in the packages and why there is postage due. Two times per week it is my job, at one Post Office,, I spend an entire day, sorting, lasering and putting in big hampers for the packages to be put back in a semi
Actually not true. They are ordering from like alliexpress, Temu, etc sites like that & they never include invoices. I order from Temu almost monthly & never get an invoice. All the items come from China then it goes through customs & a US supplier handles rest of the shipping.
