The clip ons are standard on the S. If you've got a s model. The previous owner has either changed the top yoke and bars or just the bars. The bars are standard and they slide over the forks and bolt with a 10mm under the top yoke.
I no longer own the bike but I had it restricted both in the bike and on paper. The sv 99-02 is carbed, to remove it depends on the kit you fit. It may be a throttle stop or in my case washers restrict fuel and air flow in the carbs which I removed when I passed my license

I bought my SV new in 2000 and I was going to choose Yellow but there were none available so Candy Grand Blue it is. Still go it today. Great bike.
