No it's not.
There are 3 sciences those are taught for Quranic Recitation
i. 'ilm Al Tajweed
ii. 'ilm Al Qirat
iii. 'ilm Al Maqamat
For Murattal first 2 are enough,but Mujawwada style is different which needs different maqamat just like many great reciters like Siddiq Minshawi, Abdul Basit As Sanad,Mustafa Ismail,Mahmud Ali Banna,Kamil Yusuf Al Bahtami recited.
The Qari in the video isn't reciting something new rather he's imitating Sheikh Al Minshawi Rahimahullah
