Martial Law is highly Constitutional as the President has the power to allow military take over the land under the orders of the President as a Commander-in-Chief according to Article 7 Sec. 18 to prevent the corruption of the land from lawlessness and any forms of terrorism. I think she's pointing out of the abuse of power but with the exception of LPFEM and depending on the situation. Military Forces is susceptible of probable abuse that's why she'd discredited Martial Law.
