As a general rule, California state laws allow a notary from notarizing foreign language documents. They can notarize documents even in cases where they are unable to read and write the foreign language of the documents presented.
As long as you can communicate with the client in the same language without an interpreter. Example: A French lady brings in a doc in French, but she speaks English to me.

Please to clarify on the topic of immigration… an immigration consultant is required to be a notary so I’m confused when you say a notary can’t help with the immigration form.
Good question. A standard notary is not the same as an Immigration Consultant. A Notary cannot give advise or help complete Immigration forms. Per the California Notary Handbook. I don't make the rules. I am just staring information

Hi Melika. I think I missed your test day. I know you did GREAT! I took the NNA course and studied their info too. So yes, it definitely helped. I think studying the secretary of state booklet helped me score extra points. And I passed... You will too. Keep me updated

Is PAN = Pennsylvania Association of Notaries (membership package for $448) which includes Notary course, stamp, E&O insurance, Bond, membership, etc is my only route? Why can't I simply take the course, get my bonds, insurance, etc, along my journey of becoming a Notary Public here in PA? Thank you in advance for your response.

Congrats! Taking mine April 30th. Finished my notary course months ago but had to wait for testing in my area due to covid.

You can do this! Study, listen to my tips, and get that California Notary book. Alot of the questions were from that booklet
