- Palm & Hibiscus Islands are two man-made islands located in the Biscayne Bay. They are part of Miami Beach, and are known to be very upscale with homes worth tens of millions of dollars. I was able to get onto these two islands with my scooter, and take a look at some of these exclusive areas.

Maybe they're neighborhood watch volunteers or actually HOA employees who has to keep an eye on things. I see kids in golf carts just like them being employed by our city to oversee a local park, but they do have a uniform on. Maybe they're just bored teens who live there judging by their bratty attitude.

Police departments frequently allow their officers to work when they're officially off duty or work special Overtimè in gated communities (usually for traffic control.) The officer had his "Cherries and Berries" flashing ;)
