عدد means quantity number
رقم means numeric value
They both mean number but each one has specific usages.
Aadad used in the sense of counting, as in: "the number of new students this year is very large."
raqm is used in the sense of numbers as digits, such as: "my telephone number is..."

رقم mean the number from 1 to 9

Hi, thanks for watching my content.
I didn't mention this rule because it's overwhelming for beginners, and most Arabs struggle with it.
Also, it's not the only rule, You have the rule of
اثنان اثنين اثنتان اثنتين
You have a special rule for number 8.
Also, the letter ش in number 10 has a rule.
And as Arabs themselves don't know these rules, why would I teach them for beginners?

وأن لا نغلوا فيهم أيضا"،
