If it was receiving some maintenance until 2019 and then was squatted to cook meth, it may just be left in place, hence it's rapid decay since then/.
I live in Texas City! Mall of the mainland actually got remodeled not too far back and they got some really nice restaurants and even got the theater there again! I’m sure you could find some interesting abandoned places nearby still

I agree with you. From what I’ve found, it’s not a chemical used in meth, or any drugs, but Googles answers on that stuff is very limited.
