Regardless of whether she played it as a joke, it is still sexist.
Note that specifically claiming one form of abuse to be better than another is a dangerous path to walk because it can lead to positive associations with the form of abuse being claimed to be better. This principle holds true with anything should have no positive associations and I would strongly recommend phrasing this as one thing being worse than another. This aside has no bearing on whether or not what Maggie said is sexist.
