My humble suggestion: Plz include some educated and intelligent Gazetted job aspirants and youth representatives in the HPC for next meeting who have done some serious research and knows teachnical aspects of reservations. Reservation issue is related to serious gazetted and non gazetted aspirants so they can put their grevencies directly and understand the whole situation clearly. Also, complete HPC should attend talks with MHA in future not sub committee only. If possible include one experienced advocate from Leh and Kargil in HPC who have infepth knowledge of all.leagal aspects and some experienced retired Ladakhi IAS officers also in the HPC having vast admistrative knowledge and experiences. Religious heads of all communities can stay out of the HPC if necessary to accomodate some legal and adminstrative experts as there is no discussions in the HPC related to any religion. One of the reasons as i mentioned earlier why talks with MHA are being delayed is because our leaders has no indepth understanding of the reservation policies, domicile policilies, constitutional safeguard legal aspects etc. It is clear from Ka Lakrook's statement that they had no idea about anything. This is really a great concern for the future of Ladakh. They attended talks with MHA several times and they had no idea that there are some EWS beneficiaries in Ladakh already . This is not expected from our leaders who represent whole Ladakh. Govt had already undestood that it is easy to fool Ladakhi leaders as they have no idea about anything. It was the same apex leaders who bluntly rejected 15 years domicile offer from govt few years earlier now they are saying 15 years timeline is from 2019 onwards, it is blunder as 6 years is already gone. Legally domicile cannot be provided seperately just for jobs. Our main concern is protection of lands for which we need to ask for a seperate domicile which doesnt make any sense. I am not against Apex - KDA leaders but we as Ladakhis must keep questioning them openly to ensure they dont repeat the mistakes done in history. Ladakhi common people are so innocent that they speak against apex - KDA alot off camera but no one dares to ask them directly. This is not good for the future of Ladakh. No doubt the leaders are putting best efforts, however, I believe, Apex and KDA should not get convinced by whatever the central official says in the meetings, but be more focused on the articles, sections and rules of constitution. What does it matter whatever the official says without any constitutional back-up. In-depth study, consultation and preparation is much needed. Please 🙏
