You need to press = to set all pressures to 0 to fix your water issue. You are forcing all the air into the tank and preventing water from flowing in because of the backpressure. You should use Powered pipe (under the on/off tab under the plug tab) to force water past air imbalance, or pressurize the tank and use portal to bypass the pressure difference

there's a lot to learn about making reactors in TPT
one thing to note: is you can make VOID and set its Ctype to OXYG [e.g. VOID(OXYG)] and some more VOID, but set as VOID(HYGN) so that you can get rid of just the unwanted byproducts of introducing WATR to EXOT

I was messing around with using uranium to super heat and explode vibranium, and I got it to heat that much that it instantly vapourised the quartz casing around the vibranium, releasing hundreds of electrons in every direction
Because of the uranium there was a lot of pressure in the area so I used vacuum to lower it and at negative pressures, warp and exotic matter was being produced. No clue how.
