If earth isolator is closed and circuit breaker is given close command then we are charging the line on a phase to ground fault condition. This happens sometime by mistake. Therefore Switch On To Fault is operated. It is a feature of distance protection.Hope it is clear

Sir.. if fault occure than current is very high.
If current very high than impedance is very low which is within the fault zone if fault occure out of zone protection.
Than why not operate relay..
