No license = can't do. Countries need to say yes before dtg can move forward with creating stuff. Some tocs say no unfortunately and nothing dtg can do about it. They can't just create stuff without permission otherwise they get legal involved and bad things happen.
The pc editor allows anything to be made but since it's free, modders can get away with creating branded content. If they try to sell it, then there's going to be issues. It's against eula and dtg would require the license which may not be able to be gotten at all
