Even now, Modi ji maybe great but the ministers and babus are still pathetic people who only think of looting the facilities. What governs is the following: 1) Sporting culture in the country - Thus you see countries like Nigeria also sending 88 people - South Asia doesn't have sporting culture... of course we don't want govt to pick kids from villages and put them in the sporting schools forcibly but that is something India would have to end up doing if the kid and parents agree... 2) Nominal GDP per capita - More you have disposable income more parents can spend their money on sports and country can provide better facilities.
