Guile and Blanka did have a connection in the cartoon, funnily enough. Since for some strange reason, the cartoon and live-action movie merged the characters of Charlie Nash (Guile's old soldier buddy who was killed by Bison in the games) and Blanka together into one character.

Is there any reason why Guile looks like a depressed Robin Williams? The 12" ones actually look pretty decent, with the exception of Blanka. Never understood why the official American figures were G.I. Joe related. They didn't properly crossover for decades yet, and just as a comic book miniseries.
