What would the voltage measurement be across the fuse if it is bad?
Remember you must know what the states of the other switches are before you can make an accurate voltage measurement on the the bad fuse.
Is the thermostat open or closed? Is the manual switch open or closed?
This requires you to investigate and measure, if necessary, to determine the state of the other switches.
