When I was a kid, my class was given a tour of a schoolbus (yeah, lame) and the person giving the demonstration explained about school bus saftey and the various saftey features of a school bus. He then pointed to this big, rather ugly canvas thing and he told us it was a vest/seat restraint for special needs students. I actually wanted to sit in the seat and be in that vest, but I was too embarrased to ask in front of my school chums. I don't think it had a crotch strap.
When I was in middle school, I rode with a high schooler who is INSANE! (Back then, I would be transferred from one bus to another at a certain stop) Like straight out of a asylum crazy or something you see out of a Hannibal Lecter movie, and he had to be put in a safety vest like the ones in the video because his behavior something I've never seen, and his outbursts are both wild and unpredictable. It was unpredictable that he would get out of his regular seatbelts and straight up kill you for no reason, and thank God I was off that bus because I got home at 5:30PM, which was not normally late for me to be home. Being late home was possibly the best thing that ever happened to me because I never rode that bus with that psycho student again!
This is why the SOCIAL EXPERIMENT of closing the asylums down was and is a complete failure. Yes, we had some true horrors like the infamous Willowbrook 'school', but to just turn them loose with no guarantee of anything to take the old institutions' place was at best criminal neglect and at worst a crime against humanity. That kid needed to be in an institution, and I guess he is in one now (prison), and only after he may have seriously injured or killed someone.

The reason why I didn’t like the vest very much is because it didn’t have the strap that goes in between the legs.

The children will have the driver or monitor to unstrap them and take them safely off the bus.
