That wasn't Santa, that was Krampus.
Santa wouldn't live in the North and enslaving elves.
However, in the context of the movie, people mistook the monster that used to capture and eat children for Santa due to the misunderstanding that the monster captured naughty children to punish them.

Clearly the Finnish artwork is depicting Krampus and similar characters and they are NOT a manifestation of "Santa," on the contrary they are companion characters who exist as negative reinforcement for naughty children in the same way Santa is positive reinforcement for good children.
There's neither Krampus nor Santa in the Finnish Christmas culture. The Finnish Joulupukki, or "Yule Goat" is an amalgamation of both, and naturally an English translation would use "Santa".
