Maybe. Usually, when people do this is just for practicing, and in many cases to upload it to their social media, not for commercial use. I suggest you to pay the author of the photo and try to have a official document that say you're authorized to use it. Also, you can use a free photo stock like Pixabay, Pexels, Unsplash, etc. However, I think your art as to be very famous to claim you. But don't do it. I usually go to video settings and change playback speed to slower to watch in slow motion which is essentially regular speed!!
