It's still chance but it's proven statistics. The odds say to take a card when you're on 13 against the dealer showing a 10. More often than not it works out. When he doesn't take a card and the dealer makes a hand, the whole table breaksdown the run out and determine the dealer should have busted on the next card. If jackals played by the book the table would have won. And even if it doesn't work out for the table, it makes losses easier to deal with knowing everyone is playing by the book and their chance of winning is maximized.
