A planet is the only thing in its orbital path, while dwarf planets are not big enough to clear rubble (rock, ice and space stuff i guess) out of their orbital path. so you cant make pluto a planet again, it just is what it is. its not up for debate, it is not some descision some one can make :p (edit: pluto also isnt even the biggest dwarf planet we have orbiting our sun, so other dwarfs should come before pluto. ALL DWARF PLANETS MATTER!)
It not having an inclination comparable to the other planets is enough to make it questionable. From that inclination it is doubtful that it formed from the protoplanetary disk that created the solar system.
