It's better to prepare a note and read particularly when the person is speaking from background and not trained in extempore presentation. But it is not bad, we should not hurt anyone by harsh comments. "Sathyam brooyaath priyam brooyaath; math brooyaath sathyam apriyam" say the elders (truth should be told lovingly - not crudely).
