I have a theory that once dead and in the spirit realm, Shen left all his hatred behind because why continue with his evilness after being dead? He must have reunited with his parents and found peace. The fortune teller in Kung Fu Panda 2 says that Shen will never be complete, but by accepting his fate and dying for it, he found his inner peace.
