Yae was just wording it ambiguously to explain it to the traveler, harbingers are ranked from seniority, Tartaglia is the 11th because he joined later than others, Signora is the 8th, Scaramouche is the 6th because he might have joined while he was still wandering Inazuma, Pulcinella is the 5th due to unknown reasons, Pierro/Pedrelino is the 1st Harbinger because he joined the Fatui earlier than everyone else.

Well, speaking of Foul Legacy: there's an explanation to this. He used this form once in Golden Chamber, this form damaged him badly, then he used it to eliminate those Ruin Guards in his quest while not completely recovered from wounds. And using this form once again can probably kill him.

See I was always super disappointed by how Tartaglia was implemented as a character. His whole idea seems to be about changing from one form to another, but all you get is ranged to melee, one of which you use almost 24/7 and the other you never use at all. It would have been so much better if say his normal stance was say hydro, his e stance being electro, and his Q being Foul Legacy which just powers up whichever mode you are in to the max. I feel that then he could have some interesting team synergies where you run 2 burst DPS's of say hyrdo and electro and use their ults in opposite Tartaglia stances for super high DPS, but it would take 3 characters slots as a tradeoff and you get no real support. Basically, just make him a complete glass cannon that you can't really run supports with, but does such high damage that the risk is worth the reward.

I was planning on weather to get hu Tao or childe in the 2.2 update but after I saw that cool down I said nah fam bank you can go back to minding your own business
That cd was tripled due to a domain thing btw, his max cooldown is 45 seconds if you’re playing really stupidly, standard and optimal cd will be around 13 seconds most likely.
Also hu tao is much better
I mean, I can understand removing huge attacks like the whale or the foul legacy transformation since it is a bit too much work to do, but they could have at least kept his shield and the sprint could have been the "sliding" one just to at least keep it similiar to the original, I can understand it's hard work to animate a giant whale for every situation or changing his element, even because the Traveler is the one who can use every element even at the same time in some animations, sure they can't use it at the same time while playing but I can understand why they want to avoid a double element character to be playable, that would be too OP with or without transformation, plus there's also the chance they have something in mind and want to use this detail of being able to use two elements with the Traveler unless the Traveler will unlock a different (their original) power towards the end which will also (I hope) finally make them have a animation like all the other 5 stars.
I mean, Barbara have one and she's a 4 star why should the traveler not have it being a 5 star?
Probably because they don't want to animate seven different burst and they will only when they unlock their real power.

same, my friend built her Childe as her main and he can literally one shot opponents, it's pretty crazy. I think it goes to show that it's not the character itself that's strong but how you build.
