I saw on DAAD website that living expenses can come to around 850 euros per month including rent, utilities, food etc. I am interested in the Information and Communication Design Bachelor's degree program, and I understand it will be in Kamp-Lintfort campus. I want to know if it is possible to live on much less than 850 euros being frugal in this town.
Is it also possible for students to work and be able to provide for themselves whilst studying there? Is working (at least part-time) encouraged from Semester 1 itself?

Dear (prospective) student, It is nearly impossible to give an estimation on how hard it is to find a part-time job in Kleve as it depends on various factors. A sufficient German language proficiency is definitely beneficial and even a requirement for quite a few part-time jobs. However, searching for vacant positions online can give you a realistic estimation.
