In both 2001 and 2007 the rate cuts turned out to be negative for both 6 months and 12 months out. I don't think we can just disregard that and say "rate cuts are good".
a newbie question here: when you say interest rate, are you talking about the annual percent rate people get on their deposited money in banks OR are you talking about the rate which one must pay when borrowing money?

It did, but that was before the massive drop which coincided with Japan. Yes, we were already in a drawdown, but Japan smashed it off the cliff.
