Navy (palm down): downward salute relates to submarines or the sea, as it can represent the maritime environment, with naval forces operating beneath the surface or on the water.

My father was in navy and due to his early retirement cause of his solder injury but I have enjoyed on the ships when papa get returned after 6 to 7 months that tour of the ship make just......... speechless Loved it yar
This is a good way to explain it but I'm pretty sure it originated from British influence as the format for saluting is exactly the same as them, with the exception of the airforce where the iaf salutes toward the sky
I thought it was flat because ships and submarines sail on and under water respectively. So the flatness of the palm indicates the position of the vessel
