If an arbiter starts the clock, he should declare that it was him once the player arrives. I've been in the same situation as Abdusattarov in my first tournament and it's uncomfortable.
I think most GM's do this before a serious match, touching each of the pieces not just to get them exactly lined up how they want them to be, but just to kind of confirm through touch that everything is where it should be. Might even help with visualizing boards during the course of a match, or help you move the pieces quicker.
Nepo often is playing rapid in very fast pace, so minute here or there is not so important for him. I think they have now rule that no matter how late you are for the game, you can still play if you have any time on clock . It used to be more harsh : if you are late for round more than 7 minutes ( or 5 in some tournaments ) you lost your game.

Technically yes, You have to adjust pieces before clock starts or say "J'adoube" or "adjust" But players and arbiters are quite patient if player touches all his pieces before first move from his own time. Usually noone complains . If player touches one piece and moves another during the game, then it is illegal and arbiter has to interfere .
