What I love most about this specific Kate Bush video is how it perfectly illustrates what Kate narrates in the lyrics. It's a perfect marriage between the lyrics and the video. Also, Kate Bush herself directed this music video. Well, all of her videos starting with Hounds of Love have been directed by Kate herself. And the “evil general” who orders the plan was played by Peter Vaughan, a noted British actor probably best known to younger viewers as elderly, blind Maester Aegon Targaryen in Game of Thrones. The professor who reluctantly leads the research team is Richard Vernon, another well-known, longtime British actor who played in Gandhi among a million other films. Kate had awesome connections! If I could have been her friend at any time in her career, I would have jumped at the chance. 😀

Greetings! If I remember correctly the backstory of the song, it was like this: the record company wanted a song from Kate just for the best of album. So that fans who already have all records are forced to buy the best of for Experiment IV. That's how Kate created this song. The government is the metaphor for this record company. I went to see Kate in 2014 in London....absolutely amazing! She didn't sing this song, but sang almost the entire Aerial and Hounds of Love albums. I love this video in particular because it is almost like a 90 minute film compressed into 3 minutes. Awesome!

The creepy thing about this is that there were experiments carried out involving "infra-sound", or extremely deep vibrations which presumably could destroy one's internal organs, using sympathetic Hertz frequencies, causing organs to undulate violently, causing death. However, the experiments were plagued with impractical difficulties relating to proximity to the source. We can't 'kill someone from a distance' with sound as Kate's song suggested, they have to be practically right next to the weapon, in the right spot, hahaha!! Beam forming through converging multiple sound sources on a single point to create a stronger signal is also another method - this is how modern cell/mobile towers and WiFi routers work to get max signal in bad conditions.
This video featured a number of actors and actresses, mostly normally associated in the UK with comedy! And yes, that was Hugh Laurie who was very much known as a comedian before moving to the USA for the medical drama House.
They do have sounds that are low frequency/ultra sonic that can be emitted from dishes on top of vans. It's not science fiction anymore. And yes, they are for crowd control.
